Abstract
The general availability of a car driving licence is one of the unquestioned assumptions of transport modelling, consequently only few models of licence ownership have been developed. Models of licence ownership as a part of an overall transport modelling system have been even rarer. Once explicit attention focuses on licence holding, the impact of the missing car driving licence on the travel behaviour of ‘deprived’ groups is obvious. For example, the substantial difference between male and female licence holding has important effects on male and female travel behaviour. The lack of interest in the question of licence holding has led to a situation where information on this basic variable is rare and of uneven quality. The first objective of this paper is to collect together some available statistical information on licence holding in a number of European and Non-European countries. Such background material is necessary to the understanding of specific local developments. The second objective of the paper is to discuss available evidence on the interaction between licence holding and car ownership. The policy impact of this interaction, especially on long term traffic restraint will also be discussed. Show more
